On Desktop:

You will need to enable access for Mobile Syncing on Desktop. To do this, go to Settings > Mobile, there, you will see an option to Enable Mobile Clip Syncing. Select this option.

NOTE: You may have already allowed access for Syncing previously.

From there, you will see an option to Allow Mobile Syncing, which prompts the Windows Defender Firewall to Allow Access.
