it says i got 300 clips but its not there

i want to see and watch all my clips but it cant. when i go on my phone i can see the clips but now watch them it say i need to pay over a 100 dollars to just sync all my clips witch is the biggest waste of money so pls help me get my clips back becuase i dont know how to. its werid becuase on my phone i can see the clips but not on my pc but i cant watch them on my phone or pc so pls fix
