It always shows recorder inactive or updating. Even after it has done updating, it does not detect any game and I could not open screen capture either.

Seems like Medal's files have been blocked locally after they have been downloaded into your PC. Are you using any anti-virus software on your PC?
Sometimes new updates on the antivirus list of programs can cause issues. You may want to first add a Folder Exception to it.

Check out this link and try to whitelist it even if it's not detected on the protection history. You can skip some steps if you don't find it and go to add the folder section. https://support.medal.tv/support/solutions/articles/48001166446-how-to-whitelist-medal-in-your-anti-virus
We are not recommending you to completely disabling the antivirus, just to set an Exception to Medal so it can update itself properly.
After whitelisting the Install folder, try forcing a repair on Medal and see if that helps:
Click on the "?" icon to get to Help & Support
Click on Start Repair and wait for Medal to redownload.
